Welcome to the October edition of the Transmission Possible newsletter! Dive into this month’s issue, packed with the latest breakthroughs in transmission planning, regional updates, and FERC-related news.

Department of Energy Releases National Transmission Planning Study  

 

On October 3, the U.S. Department of Energy (DOE) released the National Transmission Planning Study (NTP Study), a comprehensive set of long-term planning tools and analyses that explore future scenarios through 2050 to maintain grid reliability, enhance resilience, and reduce costs. Developed in partnership with the National Renewable Energy Laboratory (NREL) and the Pacific Northwest National Laboratory (PNNL), the study addresses various transformations needed for the U.S. electric grid as the energy sector transitions to cleaner resources. 

 

The NTP Study evaluates multiple potential futures and provides information designed to guide the development of a reliable, resilient, and cost-effective transmission system. It also includes new and improved planning tools that transmission planners can leverage. The DOE will host a webinar to discuss the study in greater detail on October 16, 3:15 to 4:30 PM EDT.  

 

Additionally, the DOE announced the second round of awards under the Transmission Facilitation Program (TFP), providing $1.4 billion to fund four major transmission projects. These projects—Southline Phase 2, Cimarron Link, Southern Spirit, and Aroostook—are designed to enhance grid reliability, alleviate congestion, and improve access to affordable energy. 

 

The TFP, a revolving fund, is designed to address financial challenges in developing large-scale transmission infrastructure. This second round of awards builds upon earlier investments to strengthen the U.S. electric grid and facilitate the integration of clean energy sources. The four project selections—Aroostook Renewable Project, Cimarron Link, Southern Spirit, and Southline Phase 2—will join the three projects selected in the first round of the TFP.

Updates on Federal Transmission Happenings 

NERC Releases New Report - Interregional Transfer Capability Study Draft Analysis (Part 1) 

On August 27, NERC released the Interregional Transfer Capability Study Draft Analysis, examining the total transfer capability between neighboring transmission planning regions across North America. The study revealed disparities, with import capabilities ranging from negligible to more than 90% of peak load, highlighting the uneven capacity to transfer electricity between regions. FERC Hosts Workshop on Innovations and Efficiencies in Generator Interconnection

On September 10-11, the Federal Energy Regulatory Commission (FERC) held the two-day Innovations and Efficiencies in Generator Interconnection Workshop, continuing efforts to reform the process for connecting new, large-scale clean energy projects to the transmission grid. This workshop builds upon FERC's Order No. 2023 to improve the generator interconnection process to meet America's growing energy needs cost-effectively. 

 

The discussions during the workshop covered a broad range of topics, from integrated transmission planning and generator interconnection to exploring alternative methods for processing and studying interconnection requests. These discussions are critical as FERC continues to streamline the interconnection process to lower costs and accelerate the deployment of clean energy projects. Rep. Troy Balderson Introduces GRID Power Act to Upgrade Interconnection Queues 

On September 25, Representative Troy Balderson (R-OH) introduced the GRID Power Act, a bill to allow grid operators to fast-track power generation projects that improve grid reliability. The act addresses the overwhelmed interconnection queue, where the median wait time for project approval has extended to five years, creating delays to essential grid upgrades. Launch Committee Releases Step 2 Straw Proposal for the West-Wide Governance Pathways Initiative

On September 26, the Pathways Launch Committee for the West-Wide Governance Pathways Initiative released Step 2 of its Straw Proposal. This proposal outlines the establishment of a new, independent Regional Organization (R.O.) to govern existing regional energy markets, such as the Western Energy Imbalance Market (WEIM) and the Extended Day-Ahead Market (EDAM). The R.O. aims to maximize consumer benefits, ensure independent governance, and reduce costs while retaining the existing market infrastructure. 

 

Additionally, the proposal explores the possibility of the R.O. expanding its services to provide additional market functions as needed. The recommendations are designed to improve coordination and governance in the Western electricity market and ensure long-term sustainability. Read more here.  

 

Northeast States Collaborative Releases White Paper on HVDC Equipment

Standardization for Offshore Wind Transmission

On October 1, the Northeast States Collaborative on Interregional Transmission published a white paper, HVDC Equipment Standardization and Supply Chain Considerations for Offshore Wind Transmission. The paper outlines the challenges and opportunities in standardizing high-voltage direct current (HVDC) equipment to facilitate the rapid deployment of offshore wind projects along the Eastern Seaboard. 

 

With over 30 G.W. of offshore wind power planned by 2030 and 80 G.W. by 2050, the ten states in the collaborative view standardization as critical to overcoming supply chain constraints and ensuring long-term compatibility across state and regional grids. The white paper identifies benefits such as easing supply chain bottlenecks, accelerating domestic investment, and aligning with global HVDC standards to support large-scale offshore wind development. 

State & Regional Transmission Policies 

California

On September 25, SB1006 unanimously passed the California legislature. This bill requires each utility to prepare a study of the feasibility of projects using grid-enhancing technologies every two years and another study of which transmission lines can be reconducted with advanced conductors every four years. Each study would include information on how the projects could achieve increased capacity, decreased congestion, increased reliability, and reduced wildfire risk, among other benefits. Upon completion of the studies, utilities must request CAISO to review the results as part of its transmission planning process for economic, reliability, and policy goals.

 

On September 27, AB2779 was signed into law by Governor Newsom. It will now require CAISO, upon approval of each transmission plan, to report to the CPUC and the legislature any new use of any Grid Enhancing Technology in that plan, and the cost or efficiency savings of deploying those technologies.

FERC Approves CAISO's Interconnection Process Enhancement Proposal 

On September 30, FERC approved the California Independent System Operator's (CAISO) Interconnection Process Enhancement (IPE) proposal to streamline the interconnection of new energy projects to the grid. This proposal aligns with FERC's Order No. 2023 and introduces a scoring system to prioritize project entry into the cluster study queue. 

 

The IPE addresses interconnection reform by enabling CAISO to manage the increasing number of requests for grid connection efficiently, ensuring that the most viable and needed projects advance. View the full press release here.    

 

PJM Sees Electricity Prices Skyrocket 

Electricity prices are set to soar across PJM's 13-state territory based on results from a recent capacity auction. PJM, the largest U.S. power grid operator, has announced a dramatic increase in capacity prices, jumping from $28.92 to $269.92 per megawatt day. This surge has been attributed to PJM's inadequate preparation for the energy transition and poor performance in managing generator interconnections and building new transmission lines. With PJM's interconnection queue closed until 2025 and hundreds of projects in limbo, transmission planning improvements, and interconnection reforms are more urgent than ever. Webinar Recording: Bridging the Power Gap: How Bidirectional Clean Energy Benefits the US Northeast and Eastern Canada

Acadia Center, in collaboration with New England for Offshore Wind and the Environmental League of Massachusetts (ELM), hosted a webinar exploring the benefits of balancing U.S.-Canada energy resources to strengthen the Atlantic offshore wind potential. As offshore wind becomes a cornerstone of decarbonization in the U.S. Northeast and Canadian provinces face growing electricity demand, this discussion highlights the importance of fostering two-way electricity trade between the two regions.

 

Experts in the webinar explored how bidirectional energy flows and increased interregional transmission capacity can enhance synergies between Canada's clean energy sources and emerging clean energy initiatives in the Northeast. Webinar: Checking In On The State Of Regional Transmission Planning

A year after releasing its initial transmission planning and development report card, Americans for a Clean Energy Grid (ACEG) is issuing a new interim review of regional transmission planning processes. The review provides an update on planning practices and reforms currently underway across several regions. While many regions have begun implementing promising reforms, they are still in the early stages, making it unclear how these efforts will ultimately impact transmission development.

 

As we approach 2025, regions that have yet to initiate reforms may see changes as transmission planners work to comply with FERC Order No. 1920, which mandates long-term regional transmission planning requirements by June 2025. This webinar will review the current state of transmission planning and explore how each region is progressing in meeting these compliance obligations. Report: Connected West Long-Range Transmission Plan 

GridLab and Gridworks | September 2024 

 

On September 26, GridLab and Gridworks released the Connected West report, a long-range transmission plan that addresses the growing energy needs of the Western U.S. over the next 20 years. The report, conducted by Energy Strategies, underscores the critical role of strategic transmission planning and investment in maintaining grid reliability, cost-effectiveness, and economic growth while safeguarding sensitive natural and cultural resources. 

 

The Connected West study is the first of its kind, providing a West-wide transmission plan designed for a high-energy-demand future. It recommends targeted infrastructure investments to support a decarbonized, electrified economy and to ensure reliable energy access across the region.

Report: Better Together: The Benefits of Coordination in the Development of Transmission and Distributed Energy Resources 

Strategen | September 2024 

 

On September 16, Strategen published Better Together: The Benefits of Coordination in the Development of Transmission and Distributed Energy Resources, a report emphasizing the critical need for integrated planning between transmission systems and DERs. Historically, these two systems have operated in silos, but with the accelerating clean energy transition, coordination between them has become essential to maintain grid reliability, enhance efficiency, and reduce costs.

 

The report outlines how investing in the transmission-distribution interface can support the growing role of DERs, which are expected to nearly double in capacity by 2027. Case studies from Southern California, Hawaii, and Australia illustrate the benefits of aligning strategies to ensure renewable energy flows seamlessly across regions. Learn more here. 

 

Report: State Policies to Advance Transmission Modernization and Expansion

On September 9, Americans for a Clean Energy Grid published a report analyzing how state policies can drive the modernization and expansion of high-capacity interstate transmission infrastructure. The report highlights states' pivotal role in transmission planning and development, particularly in creating policies that support grid reliability, affordability, and resilience. Through surveys and expert interviews, the report identifies key state-level policies that promote transmission expansion, emphasizes the importance of long-term planning, and advocates for interstate collaboration. Report: 2023 Transmission Congestion Report 

Grid Strategies | September 2024 

 

On September 9, Grid Strategies published the 2023 Transmission Congestion Report, revealing that transmission congestion in the U.S. cost consumers approximately $8 billion in 2023. This congestion results from insufficient transmission grid capacity, which blocks the delivery of lower-cost energy resources to consumers, forcing reliance on more expensive alternatives. When scaled across the country, the estimated total congestion cost rises to $11.5 billion. 

 

The report emphasizes the significant impact congestion has on consumers and the development of clean energy, as it slows down the deployment of cheaper renewable resources. The findings call for proactive investment in expanding transmission capacity to alleviate congestion, lower consumer costs, and enhance the reliability of the U.S. electric grid. Report: Unlocking America's Energy: How to Efficiently Connect New Generation to the Grid 

Grid Strategies and The Brattle Group | August 2024

 

On August 27, Grid Strategies and The Brattle Group recently released a report calling for significant reforms to the generator interconnection process—the critical step for connecting new, large-scale energy resources to the grid. The report, Unlocking America's Energy: How to Efficiently Connect New Generation to the Grid, outlines strategies to expedite the connection of new energy projects while reducing costs and improving reliability.

 

The report proposes several key reforms, including:  

  • Introducing an interconnection "entry fee" to provide upfront cost certainty.  
  • Fast-tracking projects that utilize existing and planned grid capacity .
  • Optimizing the interconnection study process, and 
  • Speeding up the construction of essential transmission infrastructure. 

These changes are crucial to overcoming the current backlog of 2,600 GW of projects waiting for grid connection and ensuring a more efficient, cost-effective energy future.  This report provides a timely roadmap for the structural changes needed to accelerate the integration of new energy projects, reduce costs, and enhance grid reliability. Learn more here.
